Citigroup Goes Shoppin' to Buy Another Bank, after Getting $25 Billion in Bail out money

Citigroup is going shopping to buy a regional bank.

But wasn't all of that money about increasing liquidity?

Citigroup already received $25 Billion, so why are they now hunting to acquire a regional bank?

Many regional banks were financially prudent and did not make bad loans, so now the bad actors get fed money to acquire these community banks?

What happened to Too Big to Fail?

Why are we giving U.S. taxpayer funds to banks who are simply out doing mergers and acquisitions?
