Job Openings at Record, Hires Not So Much

The BLS JOLTS report shows once again record high job openings.  While Wall Street cheers and proclaims the long bad jobs market over, not so fast.  Actual hiring still has not recovered to even the 2007 prerecession levels.  The Job Openings and Labor Turnover Survey shows there are 1.4 official unemployed per job opening for July 2015.

Who Are Getting the Jobs? Immigrants

Reuters has taken the plunge and released a comprehensive study on the foreign born versus U.S. born workers and who is getting the jobs. The time period is from 2008-2010.

From 2008 to 2010, 1.1 million new migrants who have entered America since 2008 landed jobs, even as U.S. household employment declined by 6.26 million over that same period.

But in a sign of the times, the pace of job growth for new arrivals has also slowed, to an average of 550,000 a year from 2008 to 2010 from over 750,000 a year from 2000 to 2008.

Sum said it was fair to estimate that around 35 percent of these workers were undocumented or illegal.

Many immigrants acquired jobs in traditional low-wage work associated with foreign, undocumented and especially Mexican labor: hotels and food services, retail trade, sanitation, cleaning and construction.

The BLS does not release or collect data by country of origin and actual immigration status. Therefore, one has mixed in to the foreign born BLS labor statistic, those who arrived in the United States as infants, those on temporary guest worker Visas, those who immigrated permanently and those who border hopped, visitor Visa jumped and are here illegally.

Watch out for some quotes in the article. There are many legitimate methods for unskilled workers to enter the country legally. About 13 of them, such as the H-2B Visa, the AG worker Visa (H-2A), the L-1 Visa and the list goes on and on.

Seeking Alpha Author asks the obvious, why is the U.S. flooding the labor market with more immigration?

Boy this guy's got guts. There is no doubt in my mind he will be swarmed with insults for stating the obvious, but at least he begs the question.

In Eye on Unemployment: Should the U.S. Stop Immigration? Hunkar notes:

When the private sector created 100K jobs between May 1999 and May 2009, the annual issue of LPRs averaged 1 Million per year from 2000 to 2008. Both the private and public sector combined created 3.5 new jobs in the past decade.

This is simply far less than the 10 million immigrants admitted to the country. It must be noted that not all of the one million LPRs issued are working age adults. Some of them may have been here already with jobs when they became permanent residents.

Study shows over 30% I.T. Jobs being offshored

Computer World overviews some new data on just how badly I.T. jobs are being offshore outsourced or U.S. workers are displaced by foreigners on guest worker Visas.

Okay, so where are U.S. jobs going? What's the data show? Data prepared by Everest Group Inc., a research and outsourcing consulting firm, shows in broad brush fashion the shift of jobs overseas by some major IT services vendors. In 2006, U.S. and European firms typically had less than 20% of their workforces offshore; Now, for most companies that figure may well be generally over 30%.

Are you thinking wait a second, weren't those banks given billions and billions in U.S. taxpayer dollars? Aren't they supposed to first consider U.S. workers for jobs in the United States? This is one hell of a story. One week after President Obama announced his new CIO of the United States, the FBI raided the very office where Kundra just held the position of CTO and arrested Kundra's former CSO and another former employee, for massive fraud and bribes.

D.C.'s top IT security official charged with bribery

Arrested this morning was Yusuf Acar, who currently is the District of Columbia's acting chief security officer; police said they found $70,000 in cash in his Washington home. Acar's annual salary is $127,468, according to court documents.

The second suspect arraigned on bribery charges is Sushil Bansal, CEO and founder of Advanced Integrated Technologies Corp. (AITC), a Washington-based outsourcing vendor that has won a number of contracts from the district's IT department.

BoA Pulls Jobs Offers to H-1B Guest workers

It seems our worker friendly clause which said TARP recipients first had to consider qualified U.S. workers before bringing in more foreign workers on H-1B guest worker Visas is working:

Bank of America has become the first US bank to withdraw job offers made to MBA students graduating from US business schools this summer, citing conditions laid out in its bail-out deal as the reason.

The recently passed $787bn stimulus bill in effect prevents financial institutions that have received money from the government’s troubled asset relief programme from applying for H1-B visas for highly skilled immigrants if they have recently made US workers redundant.

BofA, which has received a total of $45bn in Tarp funds, is in the process of digesting two large acquisitions – Countrywide, the mortgage broker, and Merrill Lynch – which will see thousands of jobs lost.

This one is just too ridiculous. Since when is the United States responsible and must provide a guaranteed employment program for the citizens of India....for guaranteed jobs in the United States?

You getting that? We cannot even get U.S. citizens preferred for jobs in their own country and check out this insanity!

VHP wants India to ban American products over H1B visa issue:

The VHP on Wednesday asked the Indian Government to ban all American products unless the Barack Obama administration amends its decision on H1B visa curbs.

He said the decision meant that lakhs of Indian students studying in various US universities would not get employment there.

''About one million Indians will be made jobless by a single decision of Obama,'' he told reporters here.

Offshore Outsourcing Firms, Microsoft Top the List for H-1B Foreign Guest Worker Visas

We have the new data for 2008 on H-1B. Computer World has published a searchable list of the top users of H-1B guest worker Visas.

Microsoft Corp. was the top U.S.-based recipient of H-1B visas in 2008, receiving approval for 1,037 visas, slightly more than in 2007. But the largest users of the program remain the major Indian offshore IT services firms -- and their use of H-1Bs appears to be increasing, according to government data.

The importance of the H-1B visa program to India-based outsourcers is clear from the fiscal 2008 approval list compiled by the U.S. Citizenship and Immigration Service (USCIS). That fiscal year ended Sept. 30.
